Has anyone encountered sending scheduled SMS using API 3.0 ePochta?

I have a time zone in LK Kyiv +2. When making a request, I specify the sending time of 10:00:00 so that messages come to me at 12:00. This algorithm worked before the time translation :). Now messages arrive at 13:00 :(. How the hell can I set it up correctly? from the server from which sendSMS is sent (UTC + 2 time zone)
