Hanging in Kubuntu?

Good afternoon. Recently installed Kubuntu 16.04, and started seeing terrible freezes while running. From the programs running: Phpstorm, Skype, Chrome (about 10 tabs), everything is fine on Win7.
Specifications
Intel Core I-5 2500
4GB RAM
1GB NVIDIA GTX 550 Ti
1TB HDD

We go to the console, enter top and watch what is eating resources and what is missing
