H.264 and H.265 in processors for decoding or encoding?

Actually the question is, new processors have built-in codecs. Do they only work in one direction in hardware or can they be used for encoding as well? Ie compress the stream for broadcasting?

Intel has Inte Quick Sync in the video core. Since the video core is in fact in the processor, then in general, marketers, if not deceiving, then slightly cunning. If you have another card, for example Geforce 1050/60/70/80, then you can use Quick Sync for streaming. The quality is slightly worse than when used on processor power and better than using Nvidia's nvenc.
PS Concerning h265 it is necessary to specify in search.
