Guys who worked with LMS. If you install the system in Russia, is Prometheus or Moodle better?

1. I know that Prometheus is modular, that there are 6-7 ways of testing, and in Moodle 3-4 .
2. Prometheus fixes journal links to learning materials, and Moodle only to one first page.
3. Prometheus is tied to Microsoft , can this limit working with him?
4. Who will leave a comment in the style of "Googling is weak?" - that bad person :)
