gulp\webpack build hangs on windows?

Dear users of the win platform , maybe someone encountered a problem:
When you run gulp \ webpack in the monitor mode through the console, and
the process itself hangs (no output) at random times, does not catch events from the file system,
and to fix it, focus the console and once Crtl+C ! why
- the process ends (which is logical)
- or the collector comes to life and starts rebuilding files (which is not logical)
