If you're on Windows, what tools are available to create animation previews for the interface?

Tell where you are doing you to give the customer a complete understanding of the interaction with the interface. Maybe there are packages that generate css code as well?

For Windows, unfortunately, a limited number of tools.
For transitions, I use Adobe XD - but there are animations without timelines.
What's more difficult is Protopie , but it's not for weak PCs.
Another option is Adobe Illustrator
To make these transitions, Protopie functionality was enough for me:
