GPU frequency/memory spikes at idle. What are they connected with?

There was a problem: freezes in idle time and with minimal actions, not to mention the "maximum", reminiscent of throttling. Video card: gtx 1050 ti. There is no heating, viruses, etc. also disappear, drivers were tried different - the result is the same, hdd is checked - not a bit, not beautiful. If you pull out the card and run it with the built-in kernel, then everything is fine. For clarity, I provide screenshots (after loading the OS). The "boost" label is alarming, nothing was chasing or is it by default?

throttling

is a decrease in frequency due to overheating.
According to the screenshots, only the GPU frequency jumps, while overheating is not observed (39%).
- This is an analogue of the turbo boost of the CPU, which adjusts the frequencies to save cold, noise and electricity.
How long ago did this problem appear, after which it appeared, how did you notice the problem? A little more data is needed.
By the look of the driver, they got crooked.

check the power, and inspect the card for swollen capacitors of damaged elements
