GPS - cattle tracking, how cost-effective?

The idea came to create a gps tracker to track the location of cows. The topic is quite relevant, for some time he lived in the countryside.
In general, the idea is not new, but in my region no one is doing this, the market is empty. I would like to hear your comments on this.
The very essence of the question is how difficult it is to design and establish small-scale production of such sensors on a small budget?

In general - I'm sure they already do such things. At the very least, adapting existing trackers is a task of how to hang it around a cow's neck, and optionally integrate it with some kind of automated system.
