It is better not to block the LocationManager API (this is not even always possible), but to fake data.
There is a great tool for this - XPrivacy . (I don’t know how we would have lived without it at all. Android devices with a bunch of sensors with default firmware are generally dangerous to use).
As far as I know, no, but there are ways to determine coordinates even without GPS, for example, by Wi-Fi spots. Plus OpSoS can determine.
For me, this is possible through the installation with root rights, but this will not be allowed on the GP.
