The fact that in the screenshot is a cropped voice for calls from gmail, it appeared quite a long time ago . A full- fledged voice looks a little different and you really need to have a US IP to activate it.

Google Voice is not available in your country.
Thanks for Google visiting Voice. We're not yet open for users outside the US, but are planning to expand our service to additional countries in the future
