The term “impression” itself means that someone scrolled down to the page where the site was or just googled something where the site is shown at least in some position?
That is, if a person googled "buy an elephant" and there is a site on the 5th page, but the person did not look beyond the first page - will there be an impression or not?

An impression is counted when a user opens the search results page where your site is located. And it doesn't matter if the user scrolled through your url or scrolled through the page right away - the impression will be counted.
