Is it possible to promote a portfolio on Tumblr in Yandex-Direct?

I have a Tumblr account that hosts my portfolio. I want to promote it in my region so that clients can find me not only directly, but also by key queries.
I heard such a myth, they say, sites that are hosted on non-Russian hosting are poorly indexed by Yandex, and if you promote it, then only on Google, but you can forget about Yandex.
Is this true, or are my fears unfounded?

Direct is in no way connected with how Yandex searches, you set words and buy transitions to your link, which page is indexed or not.
