What determines the indexing speed of a site?

Gentlemen, a question for experts in the field of website promotion. The site was created, it was not created on the engine, all the goofy html and CSS. A small number of pages and not complicated animation. I uploaded it to the hosting about 3 weeks ago, but still does not find it through search engines. Someone says that you need to throw files like robot or sitemap into the root of the site, someone says that the reason may be in the encoding, someone that somewhere in the code on the main page you need to write keywords and a bunch of all sorts of assumptions . But what about in reality? What points should be taken into account when indexing and what is the minimum set of steps for the site to be published?

You need to add the site to the Yandex and Google webmaster panels.

Yandex and Google initially do not know about the existence of your site at all, in order to make friends you need to add the site to the webmaster panel, add counters, you can also speed up indexing if I have links to your site on indexed sites. Usually indexing takes from 3 to 10 days.
