Google Play rejects address verification?

Submitted documents 4 times. Problem with address verification. What was sent:
Passport and passport.
Passport and bank statement.
Passport and apartment bill for June.

We tried combinations with both photos and scans. Everything is in good quality. In the form of Google, the address is in Latin, in documents in Cyrillic. I don't know if this is the problem.

Support sends a standard response, they say, try again. The reason is not written why and what is not suitable. Because of the corona type (they say so) they answer by the week.

Guys, answer who has registered in Play. With Apple, we didn't even have that problem.

Apparently, they have changed something. When I verified, I received a (paper) letter with a pincode, which I entered and verified. Although, this is a google wallet verification. And in Google Play, there seemed to be no verification at all.

I created a new acc and sent a foreigner with an invoice for an apartment (on one photo) - it went through the first time.
Everything was accepted. Apparently the problem was that I was born in Crimea. They rejected all documents due to non-confirmation of the address, allegedly, they did not write anything about the place of birth.
I have never had Ukrainian citizenship and registration in the Crimea, too, but apparently people with 20 IQ are sitting on Google and cannot understand this. What was not sent with my internal passport ... All the documents did not fit. But with foreign countries, where only the country of birth shines, but not the place everything has passed.
By the way, I'm not the only one. I found this solution on another forum.
