Google Ads is restricting ads from showing due to legal violations. How to be?

Good afternoon!
There is an online cinema with legal content. At some point, advertising for individual series and entire areas (for example, detectives) began to be massively rejected with the note "Complaint of copyright infringement." Some ads were defended by submitting supporting documents through the appeal form. Several ads hang with the status "Approved with restrictions", that is, in fact, they are not shown in Russia. Google doesn't hint at what needs to be fixed in order for the ads to meet legal requirements. Only it is written that for such content you need to indicate age restrictions. I wrote 18+ in almost every line, tried different combinations, but all in vain.
And what if the ad leads to a page

I would be grateful if someone has come across this and can help with advice and a kind word.

Do you run video ads? If you have In-Stream or video screensavers of 6 seconds, then you need to specify 18+ in the video itself, and this restriction should be shown throughout the entire video. For Discovery, the video can be added simply to the description
