Yes, I need exactly this technology and it is with a web interface.
PS: I would be even more grateful if you could suggest a resource and/or a smart developer to sharpen this very IRC server and interface.

sas1024 , no, it won't work.
As I wrote earlier: I will further sharpen the web face for myself (and most likely rewrite it entirely), and the chat will be overgrown with add-ons, so that third-party resources do not roll here.
