Что разрабатывать собрались?
В большинстве случаях подойдет Modx. Малое кол-во компонентов компенсируется их качеством и универсальностью.

п.с. WP и Joomla (знаю лично) имеют "уязвимости" (особенно при установке плагинов), так что будте аккуратнее
