One firm seems to have developed a clone of quibids. You can find here . If you only choose what to build the system on, then I would advise Magento.
After some googling and research on the topic, these guys are selling Merkeleon , a system for Scandinavian, and apparently not only, auctions. Here is the demo version of the auction
From experience. In Scandinavian auctions, there is such a thing as several ticking counters on the page, updated live. They definitely need either node.js or something asynchronous in Python, otherwise the server will die from the second visitor.
So anything self-written. Yii, Rails, Codeigniter, etc.
