Gluing a domain after moving to a new domain without losing positions, is this method relevant?

Tell me, as I understand it, first make a copy to the new domain of the site, then wait for it to be indexed in the search engine, and only after that, you can go to Yandex and glue it, right?
In order not to lose pages and positions.
And what about Google? So does the office also have a similar function?

In Google (Search Console) there is no such function (like or I don’t know something).
Do a 301 and then add a new domain in Search Console. Indicate which version of this domain is the main one: help https://support.google.com/webmasters/answer/44231
Positions and traffic can drop in any case. The main thing is that you do the gluing technically correctly
