The site is not available (Unable to connect to the site.), how to fix it?

Hello! On November 28, I purchased a domain on the reg.ru service, simultaneously purchased 0hosting.me hosting, and connected it all. The site was already available at its address a few minutes later. However, apparently my provider does not give me access to the site and I have to distribute the Internet from my phone in order to access it. Also I can't login to DirectAdmin and stuff. How to be?
