GIS for .Net

Gentlemen, please tell me a component or something else that will allow you to use the capabilities of GIS (displaying maps, displaying additional information on top) in a desktop application under .Net (offline), you need maps for Russia, possibly the CIS.
I would also like to hear comments about certain proposed options in terms of your experience of use (complexity of development, support, quality of maps), because I have never worked with GIS systems.
