Getting started learning neural networks, where to start?

I want to start studying neural networks, but I don’t know where to start yet. For starters, I bought the book " Neural Networks " by Simon Khaykin, " Deep Learning " by S. Nikolaenko, A. Kadurin, E. Arkhangelskaya and " Fuzzy Systems " by D. Rutkovskaya, M. Pilinsky and L. Rutkovsky. Can you say something about this set?
Who is engaged in artificial intelligence, please tell me textbooks and / or educational programs on neural networks.
Plus, if possible, tell me which programming language is more suitable for implementing a neural network project? We study C-like languages ​​at the university. I myself want to and started learning C ++.

Don't listen to those who talk about learning math first. Start with the most poppy tutorials, get familiar with the possibilities, dig deep and make your own projects (not necessarily great, just for the sake of poking the grid with a stick). As soon as you realize that +- you are well aware of the "applied" practical style of work and you need a theoretical base - move on to mathematics. Otherwise, motivation will disappear almost immediately.

The language is Python.
The next step is linear algebra.
