Geodata and mobile development on js?

An Android application for couriers who, upon arrival at their object, will mark their arrival, then their movement will be tracked in the background ( geofencing ), and they will receive payment just for the time and distance traveled.
What framework can handle this? I own VUE.js
( store, vuex), and just Ionic and NativeScript have integration with view. What do you advise? I 'm afraid of ionicframework because prices are indicated on the site, although there is a free version, it's not open source, most likely it's a mousetrap. I really need your feedback ... or at least an indication of WHERE TO DIG for the extraction of information. android geofencing
