Full text search in Windows 7?

In Windows 7, in theory, there is a full-text file search feature. In practice, on none of my machines, nor those of my colleagues, I have seen this feature working. The system always searches only by filenames, despite the fact that in the search settings it is set to "Always search by filenames and contents".
The question is - can it be "revitalized" with some tricky settings, or, after all, do you need to install third-party software (Total Commander, Far, etc...)?
