Ftp server stopped letting me in?

Hello!
It's embarrassing even to write this here - but the situation has reached the point of ridiculousness - Pure-ftp stopped letting me in.
Clients, that total, that WinSCP - stupidly hang at the moment of transition to the passive mode (and do not enter the active mode either). Server on hetzenre (VPS). Nobody except me comes in, there are no new users, just yesterday everything worked.
Where to dig?

There was a solution to the problem, it is necessary to voice it, because soon many who sit on MGTS GPON will face this - MGTS actually forced me to buy a monthly direct external IP for 130 rubles / month. The problem is gone, no matter what.
I talked for a long time with a TP employee - he confirmed massive problems like mine - buying an external IP solves the problem.
Or, as an option - use WinSCP via SSH - then I don't care about mgts and its greed ..
