FTP Nexentastor?

I set up a ftp server on nexentastor according to the official instructions, the server is definitely running, but when I try to connect, this is the log:
Status: Connection established, waiting for welcome message...
Error: Connection timed out after 20 seconds of inactivity
Error: Could not connect to server
Neither anonymous, nor root, nor a new user could connect. What can be wrong?

Netstat -e shows what? Is the port listening? On what interface? Can you connect locally? Is the firewall on the host open?

1) Connect using nc to the server on port 21, check that it issues an initial prompt with code 220, try manually passing the ftp protocol commands, an example can be found here: www.ncftp.com/libncftp/doc/ftp_overview.html
2) See server logs.
