How to set up shared rights to an external drive for users of multiple vps?

There are several vps on debian buster. A shared drive is mounted to them. Within these different vps there can be users with the same ID. The same goes for user groups. On different vps, they can coincide because they are administered by people independent of each other.

How would in this case give access to all users of these different vps access to the same disk for reading and writing? Maybe it can be done somehow through some software.
