fsck / not running on boot?

You need to fsck the root partition.
Did: # touch / forcefsck
But the OS starts normally, the forcefsck file disappears after a reboot.
Distributor ID: Debian
Description: Debian GNU/Linux 8.10 (jessie)
Release: 8.10
Codename: jessie
I heard that there are such problems on ubuntu and debian, but I haven't found a solution yet.
