Front-end, web design, layout. Where should a beginner go?

Hello!
My name is Bogdan, I am 18 years old. I study political science, 2nd year. I did not like mathematics at school, I liked the humanities more. I made my first site on Wordpress at the age of 15, earned my first piece of bucks on Adsense and realized that the web is mine :) But then there was a period of oblivion and I completely abandoned my passion for the web, now I want to return to this again, but on a more serious level, with career prospects in this industry.
In general, when creating my site, I always wanted to make it so that it was beautifully and elegantly designed, there were beautiful buttons, everything was smooth and tasteful :) So I started learning PHP, but immediately realized that it was not mine, at least at this stage life. That is, programming itself is not very suitable for me, I think. It’s closer for me to do something in HTML, CSS, which I have just begun to study, and I can do it. Maybe it will start to turn out in JavaScript, but not a fact, since this is also a PL. I would like to create something and make it cool. Thinking about all this, and about my place in this microcosm, I think that the role of a layout designer suits me. Since the sphere is completely new for me and I am a complete zero in it, I would like to hear some advice, a hint, where to start, how not to get confused, and where to look at all?

It is worth deciding whether front-end development or design.
You need to know a verst here and there, but then the paths diverge.

For layout, at least some knowledge of JS will be needed, at least for all sorts of sliders and animations that you can’t implement
in CSS , by clicking on the layer
