From the battery, the laptop starts with a processor frequency of 0.78. How to overcome?

Hi all.

The situation is as follows: there is a DELL Latitude E7450 laptop with i7-5600 2.6ghz.

If you start the laptop with charging and mains power, everything works fine, the processor frequency is floating, as it should be, reaching 3.2ghz. If you disconnect the charging on an already running laptop, everything is also ok.

But if you start the laptop without charging with battery power, the processor frequency immediately becomes 0.78 and does not change. Changing power modes and their settings does nothing.

I've looked all over the internet and found nothing. There were only situations with people when it was the other way around: the processor frequency was cut off when working on charging, but when working on battery everything is ok.

I don’t really want to start the laptop always with charging, the whole essence of the laptop is lost ....

Please help me solve this problem.

Is the battery old or new? Does it hold a charge?
The motherboards of modern laptops have something like protection against excessive battery discharge at a fast pace - so if the battery, according to the controller, is low in coulombs, the processor frequency is set to the minimum and that's it.
The solutions are something like this - update the BIOS to the latest one in order to eliminate possible bugs in this mechanism, calibrate or replace the battery.
