"Frequent" change of work. Is it normal?

Forgive me, perhaps I don’t understand something, due to my age, or maybe this is the very
“breakdown” of thinking that we were promised after the change of the state system? But please explain to me this:
I looked at one of the well-known sites starting with XX (ha and ha :) ) I looked at the resumes of fellow system administrators on the subject of what is now in demand and what needs to be improved in knowledge. The criteria are as follows (this is important):
1) Moscow
2) 40+ years old
3) 80 - 120 tr.
And I noticed such a feature of the last 3-4 places of work for terms from 6 months to 1.5 years. Perhaps I have a complex, but as a child I was “pumped up” with thoughts that “runners” were not liked, they were reluctant to be hired, etc.
No, of course I understand that time does not stand still, and opinions and judgments change. And again, no one canceled the burnout. But I would like to know from the esteemed community: is it normal to change jobs often, let's say once a year? We will not consider cases that there is no work, and there is no place to go, otherwise it would be ..... And yes, I understand that situations are different. I am interested in the general opinion without reference to exceptional cases.

Personally, I am suspicious of people who systematically change jobs more than once a year.

"Runners" are not liked by those sharashka offices from which there are reasons to run. If a firm hires a specialist and offers fair working conditions and pay and adequate management, then such a firm knows that a really good specialist will have no reason to leave except for personal reasons. So this is even a plus, a kind of additional filter of those with whom you should not mess with.

Fine. For in IT of GOOD offices - units. Otherwise, these are sharazhkin companies, where for 80-100 krubs they want to see Martin Fowler, who works from 9 to 21 hours. Therefore, people run back and forth, looking for worthy places.

The usual term in our industry is 5-4 maximum. The funny thing is that you can return to a higher salary than a man sitting on the priest straight.

Do not like. But programmers are needed. Improve your skills, demonstrate your level (for example, with code on github), and this will outweigh your frequent job changes.
Everyone has pros and cons. The pros need to outweigh the cons.

At the beginning of a career, changing a couple of jobs is, in principle, the norm. And such places can generally not be indicated in the resume. But already starting from the mid-laner, the complexity of the work usually increases. For a senior, projects are quite indicative in which you only delve into 3-6 months, only after a year you can already see the project as a whole, and not just your piece.
If an experienced person changes jobs every year, this is an indicator for me that it is better not to take him on a complex project. But this is individual. The reasons may be different. If a person has only been in IT for less than 5 years, there are still not enough statistics.

I get an average of about 3 years in one place.
A change of job is usually accompanied by a noticeable increase in wages, so you have to change.
