Interested in the pricing policy of layout on freelance. How much does it cost to make a responsive layout on Bootstrap and then put it on a popular CMS? For example, you can take a layout of medium complexity, with a slider, reviews, one side column. On freelancing, everyone hides their offers, so it’s hard to navigate the prices.

I let you in on the secrets: I take 450 rubles / hour, the customer sends the TOR (or gives a sample site), I calculate how much time it will take me to layout each page and general preparation, sum up the hours and get the result.
The most difficult thing is not the cost of an hour, but the ability to quickly and accurately calculate the number of hours needed for work, which can only be obtained with experience in layout.

You need to decide on your hourly rate (relative to your skills/coolness/fame) and work with that rate. Competing to make a shitty template for vp for 1k rubles (conditionally) is the way to nowhere (unless you are a hungry student with no experience).
