Free use of interactive maps in your project?

I want to add to my project for users the ability to create and map geo bumps with advertisements for the sale of their products. The project itself is free and is monetized (loudly) through advertising.
Tell me if there are any geo services that provide the ability to use from the API for free?
The principle of operation is planned as follows:
each registered user can create several ads for the sale of something there, respectively, all the names of the product and the coordinates where it can be bought will be stored in the database. All that is needed from the geo API is the ability to place points on the map. The only thing is that there can be a lot of points, since the map will contain ads from several users at once that satisfy the search query.
Advise that it is possible to use for realization of my task.

Almost all map servers allow this, but usually (except for open-streetmap) there is something like " Your service must be free and publicly available to end users " in the license in different variations. And now it seems that they can begin to check compliance with this condition.

In Yandex and Google maps there is a limit of 2500 map requests per day, I can’t imagine for what audience of the site this is approximately enough?
