Free runet based Mesh-network or runet i2p?

Good day. I had a question about i2p and RuNet: RuNet in i2p. Is it possible?
And now I would like to ask, maybe it is better to create a large Mesh network, free from the FSB, FBI, NSA, etc., etc.? If yes, is it real?

it is probably pointless to create a mesh network on the territory of Russia, the population density is very low. Maybe in large cities it will come out, but ... i2p will probably be better.
