In principle and in the general case - yes. You don't need to flash anything =)
But there is a separate topic - ANTENNA. And everything is ambiguous there.
Have you decided on the frequency?
Plus, if you power the transmitter from the onboard battery, you may need a power filter so that interference does not stream to the transmitter input and spoil the picture.
And yet - the camera can flash at the telemetry frequency (433).
