I have been working since the second version of phpBB, and I recommend it. Free and pretty good, lots of mods and tweaks. phpbb.com.
I would choose (and have already chosen): free - SMF, paid - IPB. Guest posting and so and there (seemingly, thoroughly not interested) is.
Of the paid ones, vbulletin was not mentioned yet. The most powerful of those listed.
I would recommend phpBB3, of Russian support:

Fast, reliable, easy to integrate and modify, large Russian and English speaking community
SMF - if you need power and freeness, Vanilla - if you want to refine non-standard things, punBB - if you need simplicity, simple integration and clear code, or take ExpressionEngine (paid) right under the site completely, there is an excellent forum integrated into the CMS.
If you want to grow later, you can immediately start from cms. For example, bbPress on Wordpress or Forum.module on Drupal. Disable everything, leave one forum. As needed, activate the necessary modules and develop the resource.
I tried the second SMF, I didn’t like it at all ;( There are no such basic things as CNC, sitemap, normal loading and inserting pictures into text in the basic package, and the mods are outdated and crooked, practically nothing is installed without a file.
Which of the free engines do not have such children's problems?
