Formatting a RAW hard drive image to NTFS?

Dear, tell me please, how can I format a disk image into NTFS that turned into RAW after problems with electricity?
If I read correctly in the articles, you can recover data from a formatted disk image.
I made a disk image in WinHex
For the sake of interest, I included GetDataBack for NTFS, OnTrack Easy Recovery. The first program refused to work, the second shows that there are 0 files and folders found.
Who and what will advise?

For a long time I have identified Recuva www.piriform.com/recuva as the best recovery tool after deletion, format and other troubles. Try it, maybe it will help you.

Your disk is leaking and you are trying to find something on it, make an image of the disk and play with it.

testdisk can read the image file and try to find partitions.
