Why do I need an active Type-c cable?

Are you all blind? The first cable supports video signal transmission. The second one is not.

And the second one is only suitable for charging

Perhaps to report on their characteristics. Imagine that you took a thin cable and use it to charge your phone with 3A currents. Such a cable will simply melt. Accordingly, until the cable reports that 3A can be driven along it, it is possible that devices will not drive 3A along it.
Of course, the simplest commands will be used to communicate capabilities, i.e. the cable will remain a simple device. At least if I guessed what the active cable is for.
In fact, it turns out that an active cable may have a larger set of functions, for example, charging with higher currents, or maybe something else.
