Приведу пример. Я года два назад столкнулся с российской компанией, которая занимается откровенным мошенничеством, в сети о них куча информации, пишут об этом все, но органы закрыть их не могут, т.к. формально мошенничества нет. Но по факту - есть. Была идея создать проект-репозиторий с ФИО, адресами и другими данными мошенников.

I wonder where in the world there are companies providing hosting services and domain name registrars that will be as disloyal as possible to requests to remove content from individuals, those not at official requests from the Russian Federation?
Roughly speaking, so that the resource would not be immediately closed by a letter from an anonymous person, or better, a total ignore of such appeals.
