If you connect a monitor (not 4k) and display the application on it, then everything is fine! On older models (where the resolution is lower), including 13k, it’s not so critical, but my 2016 is going crazy, the whole forum could not decide anything except to buy an external monitor. It was a year ago, now they may have done something (although it is unlikely, therefore I advise you to study the forums first).
Macbook PRO 13 of 2017 and 2018 does not have such a big difference in price, but there is already a 4-core processor that is more powerful than the i7 of 2017 in macbooks 15", it is better to add 10k rubles and take 13k of 2018!

The main problem now is the keyboard, the new thin keyboard shows extreme vulnerability to dust and moisture, even not the latest version of the MacBook 2018, the problem is a little more pronounced than on the old thicker keyboards. In the long run, the baggage of problems from machine to machine is sparse. 4-core 2015-2016 will be better than 2-core 2017. Especially when working with Xcode and Photoshop. But, as lamer350 already wrote , if you look to the future, it’s better to add money (if the budget allows) and take a 4-core 2018.
