For a small studio or freelancer, just Wordpress and woocommerce are enough?

There are two people: one is a designer and a designer, the second is a coder, a programmer. The programmer knows wordpress and woocommerce well (3 years experience), laravel - knows poorly (no experience). We want to make a micro web studio or a freelance project. Please advise whether it makes sense to spend money on advertising and only offer development on wordpress and woocommerce? Or is it better to learn Laravel and only then start?

offer only wordpress and woocommerce development?

Your potential clients don't need it.
Think carefully about positioning. Development on wordpress and woocommerce - who needs it?
Need a website! Here, offer it.
When you call a taxi, do you indicate which brand / model of car should come for you, or is it important for you to get from point A to point B? That's the situation with websites.
PS But you can go further - the customer probably doesn't need a website either, he needs clients/sales. Can you offer it to him through your website? You need to think like a marketer/salesperson, not like a techie.

Forgot about the salesperson and project manager. At least in one person.
