Focus on licenses

Good day.
Tell me what is the difference between licenses for Telematics and Local Communications
What do they mean by themselves? Do they need to rent a communication center?
Is it possible to organize (rent) a communication center in the Data Center?

I'll try to answer, but I've been licensing for a long time, maybe something has changed.
Telematics is actually all "application layer" services related to data transmission (including the Internet) except for voice, voice is licensed separately. Those. hosting, mail services, various SMS services, (ISP services for end users are also telematics, but a data transmission license is also required).
Local communication - most likely it means local telephone communication, incl. VoIP is for voice communications.
To obtain a license, the surrender of a communication center is not required, but according to the terms of the license, it is required to start providing services. It is impossible not to start providing services, because the license conditions indicate the minimum number of users that must be connected (counted according to concluded agreements).

The delivery of the node is necessary, as far as I remember, you have two years before the start of the provision of services, when you can sort of live without it and seemingly not providing services, but actually providing. After that, you definitely need to hand over the node, it’s a rather dreary business, as far as I remember, you can’t rent a node, since it must belong to you, buy a server and put it in the data center and arrange everything for delivery. The usual practice is to refuse a license and start a new company for a second company and re-register all clients in a new one.
