Focus not switching on mouse click in Windows 10?

On the desktop, I still have a selection on the first folder. I want to click and open the second folder next to it. The first folder opens. How so? I clicked on the first folder?
I'm sitting in the browser, I want to scroll the page up, movement is created and then return to the starting position. Yes somehow, although everything is updated. I don't want to reinstall the operating system. We connected a wired mouse, the effect is the same. Mice from Logitech.

There was something similar - I was stupid for a long time until I saw that a key had sunk on the keyboard. I just don't remember exactly which one. Try disabling the keyboard and check.
