Flickering white dots on the monitor, what could be the reason?

Actually a new laptop, Xiaomi gaming, in the top. When loading, small randomly flickering white dots appear, disappear over time (a couple of times in sleep if it enters). I wouldn't say it's a problem, but still. In the settings of the xiaomi bios, they also appear, on an external monitor it seems not noticeable. Can anyone come across? Is it a driver or a cable or what can it be?

If it's new, return it and get another new one. Obviously a marriage. If the dots are regular - repeated at regular intervals and mostly in the same places, then bad soldering of the video / video memory is possible.
