Flickering interface elements in Windows 7?

Actually, the problem is that for unknown reasons, the text flickers in any native menus, incl. in the context menus (when I move the cursor over the commands), standard and third-party software with native elements (for example, in a notepad, the text disappears for a fraction of a second during any manipulations with it), etc. Until recently, there was Vista, where there were no difficulties with rendering. To many, this will seem like a trifle, and I, as a fan of Ubuntu, also did not pay much attention, but in an honestly purchased Windows, it’s a little unpleasant to observe this, to be honest.
Edition of Windows 7 - Home Premium x86, the axis itself is almost "bare". As a solution, I use the classic theme (i.e. problems only with aero and "simplified style"). Video adapter - geforce 8800 gt, drivers are fresh. Iron, of course, is old, but still, in my opinion, it should cope.
Is it possible to do something? :) Thanks in advance.

If this is observed on the Internet, try:
1.Click Start.
2.In the Search box, type regedit and press Enter.
3.Delete the following keys:
HKEY_USERS\.DEFAULT\Control Panel\Desktop\HungAppTimeOut
HKEY_USERS\.DEFAULT\Control Panel\Desktop\WaitToKillAppTimeOut
HKEY_CURRENT_USER\Control Panel\Desktop\HungAppTimeOut
HKEY_CURRENT_USER\Control Panel\Desktop\WaitToKillAppTimeOut
HKEY_CURRENT_USER\Control Panel\ Desktop\WaitToKillServiceTimeOut
Restart your computer.

Try instead of the latest drivers for the video adapter, those that Windows 7 installs itself.

I had this problem when the processor had a very low temperature (AMD FX-8320 processor) t =~ 10-20 degrees (most likely due to the fact that I installed a water cooling system coupled with a bunch of case coolers) and everything blinked terribly (in particular the interface of Windows itself), then I overclocked it (twisted the processor cooler to a minimum), and rearranged the theme to "Windows Aero" the temperature rose and this bug disappeared!
