Flickering bar when loading Windows?

When loading Windows, a flickering white bar appears:

After loading the OS, there are no problems, except for one. For 1 minute, when you start the browser, in the upper right side, a small horizontal strip may flicker (not for the entire width of the screen, but only for a part) and the strip disappears. After a short period of work, this is not observed. The next time you turn on the PC after a while, the problem appears again. When you reboot and turn off and turn on the PC, this problem is not immediately observed.
Checked contacts. Checked the cord. Reinstalled video card drivers.
There is no result.
If anyone has experienced this, please suggest a possible solution to the problem, thanks in advance!

The problem in the monitor, or rather the non-contact in the matrix, is treated by replacing the matrix or the monitor itself. As an option - dried containers in the monitor can also give such an effect. Then they are easy to replace, if the 100% matrix did not help then.
