Finder mac os x 10.9 - how to display folders first, and then files?

How to make finder always have folders on top, then files and in all finder dialogs?
Version mac os x 10.9.x
On Habré there was a Finder article: first folders, then files, but for version 10.8.3 it is no longer relevant.

Open any folder, right click in it and choose Show View Options. After that set it up like this: Arrange by: Name, Sort by: Kind.

But it doesn't seem to work for dialog boxes.
