Problem by Kotelnikov's theorem. It states that the sampling frequency must be chosen at least twice as high as the maximum value of the signal spectrum. . So the correct answer is 0.7-5.1=-4.4 and 4.4*2=8.8kHz? or just 5.1*2=10.2kHz.?

This refers to the upper frequency in the spectrum, not the band, so the second option.
But for a practical problem, such a minimum frequency may not be enough.
do not confuse the bandwidth with the maximum frequency :)
minimum frequency, left edge of the spectrum - 0.7 kHz
maximum frequency, right edge of the spectrum - 5.1 kHz
If possible, take the sampling frequency with a margin.
