Fill the world map with even circles. How?

There is a map of the world. I made a fill from circles: take.ms/F19im
Circles are cut off on the borders of the map and areas with garbage appear. It takes a very long time to clean by hand.
Is there any option to do this without manual work in Photoshop or Sketch?

Try playing around with Filters > Appearance > Color Midtones. Select the map and apply the filter several times. The more times the filter is applied, the smaller the circles along the borders of the selected area. The circles will be of different sizes, but suddenly this option will suit you too.
