Files are not attached in comments to tasks. Who faced?

Good day!
Faced a problem in our wonderful Bitrix24 box. You can leave comments in tasks, but for some reason you can't attach files to them. When you press the button with a paperclip stupidly nothing happens.
Month hollowed with support, and did not resolve this issue.
Who faced or can who has ideas?
I would be grateful for any hint)

This should be addressed either to the administrator or to the implementers: several possible causes and solutions are considered

Also press f12 and click on the file attachment button, is there any error in the console?
